Columbia, SC: The South Carolina Education Lottery (SCEL) turned 200 people’s non-winning Harley-Davidson instant tickets into winners as part of the Harley-Davidson® promotion.
After teaming up with Harley-Davidson® in February to present a $3 dollar instant ticket that gives players the chance to up to $30,000 dollars or one of four 100th Anniversary Harley-Davidson® Sportster® 1200 Custom™ motorcycles instantly, the SCEL held its first second chance drawing on March 11, 2003.
The first semi-finalists that were drawn on March 11, 2003 are:

The remaining 198 valid entries drawn will receive a Harley-Davidson® Prize Pack. Prize Packs include: a telephone, watch, blanket, leather cap, T-shirt and sunglasses.
The 10 semi-finalists from the second-chance drawings will rally in Myrtle Beach for the grand prize drawing to be held during the Myrtle Beach Spring Rally on May 14, 2003. Two 100th Anniversary Harley-Davidson® Sportster® 1200 Custom™ motorcycles and eight Harley-Davidson® Super Prize Packs will be awarded.
Players mailed in their non-winning tickets for two more chances to win one of three 100th Anniversary Harley-Davidson® Sportster® 1200 Custom™ motorcycles or one of more than 1,000 Harley-Davidson prize packs, valued at $498 each.
The SCEL will hold four more second-chance drawings, one approximately every two weeks. During each drawing two-hundred entries (non-winning tickets) are picked from all valid entries. The first two will be semi-finalists for the grand prize drawing.
To enter the Harley-Davidson® second-chance drawings, players must fill in the back of a non-winning Harley-Davidson® instant game ticket with their signature, name, address and telephone number. Place a stamp in the appropriately marked space and drop it in the mail. This ticket doubles as a postcard! Tickets received in an envelope will be disqualified.
