Dear Fellow South Carolinians:
As the new Chairman of the South Carolina Lottery Commission, I am pleased to welcome you to the South Carolina Education Lottery’s (SCEL) website. Since the Lottery began 14 years ago in January of 2002, we have been most successful in our mission to provide funding to enhance education in South Carolina. In fact, since 2002 we have transferred more than $3.9 billion to the Education Lottery Account in the State Treasurer’s office.
I, along with the other Lottery Commissioners, our Executive Director, Paula Harper Bethea, and the entire SCEL staff, hope you enjoy learning more about us as you explore this site.
Our mission today is to continue the successes our Lottery has achieved and to maintain our outstanding sales, and therefore transfers, all the while being a transparent, well-run and managed business enterprise in the State of South Carolina. The Lottery’s most recent fiscal year (FY 2014-15) had the following outstanding accomplishments:
- Record ticket sales ($1.4 billion), transfers to education ($348.9 million), retailer commissions earned ($98 million) and prizes to winners ($924 million). These figures represent a significant impact on our state’s economy.
- Education won! And although the SCEL is NOT responsible for how the lottery proceeds are spent, more than 130,000 lottery scholarships were awarded to deserving, hardworking South Carolina students this year, and lottery dollars provided much needed upgrades in K-12 classrooms, with $5 million invested in digital instruction materials and $29 million in technology initiatives.
- We connected with our players in new ways. SCEL launched on Twitter and launched a new Players’ Club website.
- We refreshed our product line with a new game addition, Lucky for Life. A South Carolinian won the game’s first $1,000 a Day for LIFE top prize (in November 2015).
The South Carolina Education Lottery adheres to our statutory mandates and internal policies to support education in South Carolina and markets our products in a socially responsible manner. With constant changes in technology, we will work harder as a “traditional” lottery to provide proceeds to the Education Lottery Account for appropriation to education by the South Carolina General Assembly. Our Marketing expenses are less than 1% of sales and our operating expenses are the lowest of any lottery in the country with sales under $4 billion. This ensures the maximum amount of dollars for transfer to improve education here in South Carolina……which makes for a bright today and an even brighter tomorrow.
