SCEL EXCEEDS GOAL BY OVER $43 MILLION

Columbia, SC: On Monday, July 14, 2003, the South Carolina Education Lottery (SCEL) transferred $18.5 million to the State Treasury for deposit into the Education Lottery Account (ELA). SCEL has transferred more than $220 million to the ELA from operations of fiscal year ‘03.

Of that amount, more than $7.2 million represents unclaimed prize money, which is appropriated for school buses and gambling addiction programs.

“The lottery has had an extremely successful year, “said SCEL’s Executive Director, Ernie Passailaigue. “We surpassed the Board of Economic Advisory (BEA)’s estimate for fiscal ’03 by over $43 million. We’re excited about the educational opportunities this will create for the citizens of South Carolina.”

The State of South Carolina’s fiscal year ’04 began July 1, 2003. The BEA has estimated that SCEL will raise $173 million for education in FY ‘04.

“We are definitely up for the challenge,” said Passailaigue. “Our staff is working towards meeting the BEA’s expectations for this year. “

Since January 2002, the SCEL has transferred more than $303 million to the State Education Lottery Account for distribution according to South Carolina Legislation. The SCEL’s net proceeds pay for specific educational programs, including South Carolina’s HOPE, LIFE and Palmetto Fellows Scholarships; the National Guard Scholarship Program; Lottery Tuition Assistance for two-year programs within the state’s university system; a wide range of technical upgrades for state colleges and universities; school buses; local libraries and gambling addiction services.
