South Carolina Education Lottery releases March’s
3/4/2003

Columbia, SC: South Carolina Education Lottery (SCEL) players can now play the newest instant ticket games: Cool Bill, Blackjack 21, and Diamond Hunt. The tickets go on sale in over 3,500 lottery retailers statewide today, March 4, 2003.

One of this month’s $1 dollar instant games, Cool Bill gives players the opportunity to win a “cool” $4,000 instantly! After scratching the entire play area, if players get three like amounts, that amount is won. If a pair of sunglasses is found in the BONUS BOX, $10 is won instantly! The overall odds are 1:4.98.


Blackjack 21 is played just like the card game! If YOUR TOTAL beats the DEALER’S TOTAL, the prize shown for that hand is won. Find 21 and win the amount shown! This game is packed with over $3.5 million dollars in prizes! The overall odds are 1:4.74.


This month’s $2 dollar ticket, Diamond Hunt is sure to be a favorite! Players can win up to $25,000 instantly! This ticket also allows players to win up to 10 times! Scratch the entire play area, count the diamond symbols and win the prize shown in the legend. The overall odds are 1:4.34.

Players must be 18 years or older to play the games offered by the lottery. Prizes up to $500 can be redeemed at a lottery retailer. Prizes $501 to $25,000 can be redeemed at any of the 3 lottery redemption centers.

Since January 2002, the SCEL has transferred more than $201 million to the State Education Lottery Account for distribution according to South Carolina Legislation. The SCEL’s net proceeds pay for specific educational programs, including South Carolina’s HOPE, LIFE and Palmetto Fellows scholarships; the National Guard Scholarship Program; Lottery Tuition Assistance for two-year programs within the state’s university system; a wide range of technical upgrades for state colleges and universities; school buses; local libraries and gambling addiction services.
