SCEL Issues First Retail License in Charleston

Columbia, SC: Last week, the South Carolina Education Lottery (SCEL) held its own “lottery” in choosing its first retailer license in each of its three regions. Ernie Passailaigue, SCEL Executive Director, drew from a raffle basket with Midlands being the first region, then Upstate, followed by the Coastal area.

Those licenses were issued on Monday. But as you may well know, Passailaigue is from the Charleston area. He only felt it was necessary to hand deliver the first license in his hometown.

That event will take place at the following location at 3pm tomorrow.
