B. Boykin Rose currently serves on the South Carolina Education Lottery Commission, to which he was appointed by Senator Glenn F. McConnell, President Pro Tempore of the Senate and Chairman of the Senate Judiciary Committee. Mr. Rose is an officer of Fear No Wind, LLC., a company he founded with two partners in 2004 and serves as Vice President of the Huguenot Society of South Carolina Board of Directors.

Mr. Rose is the former Director of the South Carolina Department of Public Safety. He was originally appointed to this post by the late Governor Carroll A. Campbell, Jr. to head the approximately 3,000‑employee state agency, which was created with the passage of the landmark Government Restructuring Act in 1993. In February of 1996, Mr. Rose was re-appointed by Governor David M. Beasley and confirmed by the South Carolina Senate to serve as Director of the Department of Public Safety. In 1999, Mr. Rose was re-appointed by Governor James H. Hodges and confirmed by the South Carolina Senate to continue his service as Director of the Department of Public Safety. Mr. Rose continued to serve in the cabinet of current South Carolina Governor Mark Sanford and left office when his term expired in April of 2004.

During his tenure as Director, Mr. Rose's responsibilities included establishment and administration of the Department’s internal operations, policies and procedures. In doing so, he assumed direction for a diverse group of departmental entities. These entities included the State Highway Patrol; the State Transport Police Division including the Size and Weight Enforcement Division; the Criminal Justice Academy and Training Division; the Highway Safety Office; the Division of Motor Vehicles which includes the Driver Licensing Division; Vehicle Registration; Vehicle Titling; Licensing and Vehicle Enforcement; the Bureau of Protective Services; and the Office of Justice Programs.

Following the events of September 11, 2001, Mr. Rose was appointed by Governor Hodges to serve on the newly created South Carolina Governor’s Security Council. Mr. Rose served as the Governor's Highway Safety Representative for South Carolina and also served as Chairman for both the South Carolina Training Council and the South Carolina Law Enforcement Officers Hall of Fame. He also served as a member of the Governor’s Safe Schools Task Force; the Public Safety Coordinating Council; the South Carolina Prosecution Coordination Commission; and the International Association of Chief’s of Police. Mr. Rose formerly served as Chairman of the South Carolina Police Chief’s Association, Legislative Committee and the Governor's Children At-Risk Task Force. Under Governor Carroll Campbell’s administration, Mr. Rose served as a member of the Steering Committee on the Edna McConnell Clark Foundation.

Mr. Rose is a former Board of Trustees Chairman for Charleston Day School and served as a Trustee on the Board of Directors for the National Center for Missing and Exploited Children for eight years. Prior to assuming his Department of Public Safety assignment, Mr. Rose served as Chairman of the South Carolina Alcoholic Beverage Control Commission (ABC), a post to which he was appointed in 1992 by Governor Campbell following a series of scandals at the commission. Mr. Rose chaired the Governor's Task Force on Reform of the ABC Commission, which recommended the agency's dismantling.

In the late 1980's and early 1990's, Mr. Rose was a partner in the Washington, D.C. law firm of Proskauer Rose Goetz and Mendelsohn, specializing in federal, civil and criminal fraud litigation; Immigration and Naturalization Service representation; Post Conviction Relief representation; Defense Department Procurement Contract negotiation; General Corporate Law; Foreign Business Investment in the United States; and Congressional Relations for corporate clients.

Between 1986 and 1988, Mr. Rose served as Associate Deputy Attorney General in the United States Department of Justice, where his assigned areas of responsibilities included the United States Attorneys; the Federal Bureau of Investigations; the Drug Enforcement Administration; Immigration and Naturalization Services; Bureau of Prisons; United States Marshal Service, and other sensitive national security programs of the Department of Justice. He also served as Investigator and Assistant Solicitor for the South Carolina Fifth Judicial Circuit in Kershaw County. Following graduation from college, he served as a Deputy Sheriff in Butler County Ohio, advancing to the rank of Detective.

Mr. Rose holds a Bachelor of Arts in English from the University of the South in Sewanee, Tennessee, and a Juris Doctor degree from the University of South Carolina Law School. As a retired Director of the South Carolina Department of Public Safety, he retains his certification as a police officer. Mr. Rose is fluent in Italian and French and is a member of both the Washington, DC and South Carolina bars.

He holds many professional awards and commendations, including Outstanding Law Enforcement Officer of the Year for the State of South Carolina; Commendation from the United States Associate Attorney General for outstanding performance under trying conditions in attaining the Department’s objectives in a classified National Security Program; the United States Attorney General's Advisory Committee commendation for Outstanding Performance and invaluable assistance in support of United States Attorneys; the United States Department of Justice Special Achievement Award; and the Outstanding Service Award for distinguished service and leadership at the United States Department of Justice as Associate Deputy Attorney General.

Mr. Rose resides in Charleston with his wife, Margot.
