From the Executive Office:
Welcome to the South Carolina Education Lottery’s (SCEL) website. We hope you will find this site easy to use and filled with information that will answer your SCEL questions.
We want to make sure you will enjoy this website and the features it offers, so your feedback (both positive and constructive) is greatly appreciated. In fact, many of the features you see on the website today are a direct result of the comments we have received from our visitors.
Our Commission was created as an instrumentality of the State with powers comparable to those exercised by commissions engaged in entrepreneurial pursuits.
The legislation that created the South Carolina Education Lottery established a nine-member governing board for staggered three-year terms. Three commissioners each are appointed by the Governor, the President Pro Tempore of the Senate, and the Speaker of the House of Representatives.
SCEL has a staff of 153 employees and six departments including Internal Operations; Information Technology Systems; Sale & Marketing; Security; Legal Services; and Finance. The Internal Auditor reports directly to the South Carolina Education Lottery Commission. All employees of the Lottery serve at-will and are not covered by the State Employee Grievance Procedures Act.
The South Carolina Education Lottery has four Regional Offices (Columbia, Charleston, Greenville, and Fort Mill). For Regional Office/Redemption Center information, click here. The Regional Offices have a field staff of approximately 36 employees and service lottery retailers.
Again, welcome to our website! We hope you enjoy your visit.
Sincerely,
Ernie Passailaigue
SCEL Executive Director
